Los Angeles City Council Restricts Developer Campaign Contributions

The City of Los Angeles recently moved one step closer to curtailing contributions from developers and other lobbying groups, following increased public scrutiny resulting from recent investigations within City Hall. Advocates of the ordinance, including many neighborhood councils that supported the ordinance, believe that it will limit the influence that monied interests have on local Los Angeles politics. Skeptics believe that it does not go far enough. Either way, the likely result is an increased focus on individual donors; while the ordinance limits large contributions, donors can still support council members through other fundraising and advertising efforts. This will require effective and transparent messaging to constituents, that ultimately strengthens trust in the local government.

The move creates a number of potential consequences, including a one year ban from seeking entitlements for any developer violating the new ordinance. Because of the potential for penalties, it is exceptionally important that developers consult with legal counsel before making any campaign contributions. Despite the move, transparent and effective opportunities to support council members still remain. Additionally, as a result of this motion it is now more important than ever for developers to have effective representation who can articulate project goals and build community support for their projects.
